[mct-ann] MCT 2.2.0 released

MCT 2.2.0 is now available on the website:  www.mcs.anl.gov/mct

A major new feature in MCT 2.2.0 is an MPI replacement library called 
mpi-serial.   MCT can now be optionally configured to use mpi-serial with 
the --enable-mpiserial flag to configure.  With this option, MCT 
sequentially coupled applications can be run without an MPI library (if the 
component applications allow this.)   See MCT/README and 
MCT/mpi-serial/README for more information.

Other changes include: support for the Pathscale Fortran compiler; new 
init_index function for GlobalSegMap, new Unpermute function for 
AttributeVector and some minor bug fixes.  See the Changelog on the website 
for more information.
