[AG-TECH] RAT development on windows

It may be possible to build RAT on Windows under an MinGW / MSys setup.
I've not built RAT in that way, just done that builds of other unix
programs on a Windows environment to get GCC to spit out Windows
executables. It might be a way forward for you?
