itaps-parallel Neighbor definition

So, I am guessing here but I'll bet this strikes at the source of Lori's
conern. She has no need to instantiate mesh edges. Of all the iMesh
entities she does instantiate, none are shared between parts. Given
the prevailing definition of 'neighbor', she is now required to instantiate
edges when she has no other need for them.
