[ExM Users] concurrency and throttling in Swift/T

Hi All,

I know that in Swift/K there was a wasy to throttle jobs through
configurations. Is there a notion of throttling in Swift/T? I know that you
specify the number of Turbine MPI Processes at runtime, but it's not
completely clear to me how that maps to concurrency. I know running
anything less than 3 with -n 3 results in an error.
