Can you try a non-panasas file system?  If not, can you try prefixing 
the file with ufs: (DARSHAN_LOGPATH=ufs:/scratch/dog/darshan_logs/


Did you set up the year/month/day directories?
  (darshan-runtime/darshan-mk-log-dirs.pl )
