[AG-TECH] Venue Server: ANL Certificate error

That section in the VenueServer.dat file is corrupted. You could work to correct it, or remove that section and any references to it from the file. Alternatively, if you start the VenueServer from a different directory, it'll create a new VenueServer.dat file.
