[AG-TECH] Problem getting a new certificate

Just to add to this, attempting to request an identity cert from the same
network here at UWS using CertificateManager on MacOSX and getting the same
problem (certificate request failed). This is the request URL logged on the
http proxy -

TCP_MISS/200 POST
http://www-unix.mcs.anl.gov/fl/research/accessgrid/ca/agdev/certReqServer.cgi<https://email.uws.edu.au/exchweb/bin/redir.asp?URL=http://www-unix.mcs.anl.gov/fl/research/accessgrid/ca/agdev/certReqServer.cgi>

200 response suggests we're getting something back from that webserver, but
maybe not what the CertificateManager is expecting?
