It should be.

Some people have had issues where they had to use a text based or even a
VNC Fedora 9 install as the X11 GUI didn't get detected, but once
installed a yum update would install a working X11 driver.

One of the main differences is that VIC and RAT will look prettier with
anti-aliased fonts and more modern GUI controls because Tcl/Tk 8.5 is
being used. Tcl/Tk 8.5 is perhaps the biggest change to the X11 Tk GUI
appearance in maybe 15 years.

I can't say one way or the other as I haven't tried, but I imagine it'll
work.
