[AG-TECH] Upgrading from AG 3.0.2 to 3.1 on Slack 11

I'm upgrading several 3.0.2 machines to 3.1 on Slack 11 and VIC is
giving me the same error. This is consistent on all machine. When
tries to run, I get this error:

vic: problem opening ip data socket

If I replace the VIC that comes with 3.0.2, I don't get this message
and VIC opens as expected.

I also noticed that the same version is in both packages,
2.8ucl-1.3.0, so what else changed from 3.0.2 to 3.1?
