[AG-TECH] H261AS on Windows?

Here is an updated vic executable that can receive h261as streams.  (It 
can transmit them, too,
but some errors still need to be dealt with when doing so.)

I'll push the changes back to the UCL vic repository.  Thanks for 
bringing this up.
