Looking at the VenueServer3.py code, the option to specify a  
particular config file is -v (not -c).

If no configuration is specified (using -c instead of -v would fit  
this category) a new VenueServer.cfg is created in the directory that  
your're running the VenueServer3.py command from i.e. what you  
describe is correct behaviour. However the fact that this new cfg  
file contained the wrong textPort number is worrying. Could you send  
a copy of one of these new (wrong) .cfg files and also a relevant bit  
of the VenueServer.log file, if possible, or otherwise raise a bug  
report that includes this information please?
