[AG-TECH] Unable to upload or download files in Data area.

I've found the cause of the problem.  It is due to a misconfiguration
of the data transfer ports used by the venue server, implemented
when I introduced the institutional venues on Sunday.  Correcting
it will require a restart of the server, which will occur later tonight.
