Sorry for late response.
To run the AGConnector server, you should specify port number.
C:\Programme\AGTk-2.3\bin>umtp_win32.exe -s 220.127.116.11 8010
I am sure that it will work.

If I do as you say, I get the following result:
My console output with command:
C:\Programme\AGTk-2.3\bin>umtp_win32.exe -s 18.104.22.168
Wrong Usage!!! Exit!!!
What do I do wrong?
