[AG-TECH] RAT development on windows

Hi Derek
	Thanks for the input. I was just able to get the RAT 4.2.23
distro to build under VC++ after a fair of code tweaks ... there
were some function overloading of win32 functions that the compiler did
not like.  

	The ratui.exe did not build in te debug mode but seemed to
compile fine in the Release mode ... It kept complaining about how it
could not link with the ws2_32.lib library because it might have been
built with a later version of the compiler/linker ... whatever.

Anyways the executables seem to be partly functional so my problem has not
gone away completely.
