aha!
this client is behind a firewall.  the firewall is purported to be completely
open.  but i'll bet that it has "reflexive ACLs" installed.  that is another
in a series of new NAT/firewall terms i've been learning about as of late.
it sounds good.  i will bring it up with their extremely helpful firewall
administrator and see if he is willing to do anything to help solve this
problem.
