[AG-TECH] "waiting for video" with unicast

i've run into the same problem on a unicast network.  bridging, RAT received
audio, but VIC did not receive any video.  other clients connected to the
same venue could see both the bridged video and audio.  i've not yet
tracked down the problem.  when/if i do, i will share the results.
