[AG-TECH] VIC/Video mouse-over event handling

i've noticed in 2.2 that mouse-over initiates a bring-to-front with the
VIC and Video windows in relation to one another, in Win XP at least.
i would argue that this behavior should DEFINATELY be a Venue Client/VIC
option, rather than a fact of life.  this type of behavior is not standard
on any windowing system.  i cannot figure out how to set the VIC to
mouse-over && mouse-click = bring-to-front.  if it isn't available, can we
consider this in a beta release of CVS snapshot?
