[AG-TECH] AG2.2 networking configuration

If it is set, it overrides any local determination of hostname. The
toolkit never sets it (in the registry; it will set it in the process if
necessary and have it inherited by the process's children). I've given
trying to set it for future use, as a check at startup time is sufficient.
