[AG-TECH] AG 2.0 venue server with static addressing

I wrote a note earlier about this and submitted a bug report, but perhaps 
it's NOT a bug (#360 for those that are interested).

Has anyone successfully (other than the TVS) created a venue server that 
uses static addresses?  Obviously, it's possible, since the TVS exists, but 
when I try it I get complaints upon creating the first new room that the 
address is already assigned.

Unfortunately, I need to use static addresses, since I have been assigned a 
small set, and they are not a full /24 subnet, which is as low as the 
restriction goes presently in the custom range settings.
