[AG-TECH] PIG and autoplace

In the vic startup file (specified with the -u command line switch), the 
following option turns off the autoplace functionality:

option add Vic.disable_autoplace true startupFile

This option was not properly handled in previous versions of ag-vic. 

The problem you describe did occur in AG2.0 prior to the release, but 
has been fixed in the final AG2 release.
