This seems mixed-odd. If you're using h.261 (vic's default codec), it should only go to CIF (320x240 on some scales, 352x288 or thereabouts on others). That's part of the h.261 standard. So I can understand the change to 320 but not the 480 :-) That'd also look like a portrait image on the display...?
