   My recollection (which might be faulty) is that a beacon which has
NEVER
been received has the N/A and one which is not being received but was at
one time has the grayed out number (it's last reading probably).  I
think the time frame here may be with respect to the server which
maintains the matrix.  But I'm not sure if the server preserves the
information across server restarts or it is "starts over" and builds a
whole new matrix.
