fyi.  the beacon for UALR is now up and running..... UALR has been
configured to support native IP multicast.

Rogers Davis has completed the UALR configuration and is now peering with
GPN for IP multicast services.  He may need to do some other tweaking to
improve overall router performance (aka. turn on some distributed routing,
etc.), so there may still be a momentary blip or two from him.  But, since
these are expected to be momentary and under his close monitoring, I am
going to close this ticket and remove the item from the scheduled
maintenance page.

btw, I will also send a note to Abilene indicating that UALR is now
peering for mcast service, so they can update their topology maps.
