FYI... on the suspending rat problem. 

For now the answer is probably "don't do that" (don't suspend rat, just
put it in the background at start).

Yes, there are timers on the mbus messages that are marked as
reliable, and retransmits get triggered if there is no ack (because
the app is stopped).  For the time being the code aborts if a reliable
message is not received, but it could just mark that application as
not present or the controller could fork itself off to get around
this.
