Hi Mike,
If I'm reading this right, you just need to set the variable 
"PYTHONPATH".  That will affect where "import" looks for files.

Not that you need to, but if you've run tools/CvsSetup.py there will be 
an env-init.bat file that can do this for you.  Note, it also sets 
AGTK_LOCATION, which affects where toolkit resources are found like Node 
Services, shared apps, etc.
