Platform refactoring AGEP Review

Please review this AGEP and provide me with feedback via email or in person.
This is a reorganizationd objectification of various bits of configuration
data, and creating an interface for platform dependent code.

I'll be reworking platform to adhere to this real soon now. Look for the
initialization agep to follow shortly (it depends on this one :-).
