Updated TVS

As I mentioned in yesterday's meeting, I have a copy of the TVS running 
on ag-dev with fixes for hangs and memory leaks.  ag-dev is more beefed 
up, and will replace vv2 when we say it's ready.  If you have a chance, 
give the server on ag-dev a spin:

https://ag-dev.mcs.anl.gov:9000/Venues/default

Note that the SOAP server is threaded, and throw any pathological cases 
at it that you can construct; if you don't do it now, the community may 
stumble on it later.
