Fix pyGlobus.utilsc setenv/unsetenv so they compile properly on linux 
again

fix network init stuff to properly handle machine hostnames that
resolve to mutiple IPs, some of which aren't active

fix network stuff to work properly without bringing up network init gui.

fix globus stuff to work properly on new-user init without bringing up 
globus init gui.

remove proxy certs properly when default cert changed or is removed.

overhaul of error handling on grid-proxy-init

fix rh9 cert-req crashes

add more sanity-checking of cert hierarchy on startup (though the 
timecheck fixes as added today may address the problems I thought were in 
this).
