If he's still needing a http proxy to get out, things haven't changed since 
they weren't working for him before.

Two solutions: for people who don't have direct http access at all, the 
normal non-automated submission method should (maybe?) be supported, or we 
provide a "show request for mailing" interface.

The other solution which I'll approach today is to support the http proxy 
servers.
