TVS details

The TVS is now running from installed code on vv2, in the directory 
/disks/space0/TVS/TVS.  I migrated the data from the old server, so data 
in the venues should be intact (we used to persist data descriptions in 
the venue server .dat file; they are now persisted in the data store 
itself).

If the TVS needs restarting:

-  Kill off any remaining python processes
-  Run the StartServer script
