datastore - solution 3

Solution 3 is based on yesterday's discussion with Bob.  This is my 
interpretation so please let me know if I forgot something.  Ivan, the 
only difference I would say this is from what we talked about is that the 
object including DataDescriptions would be responsible for sending events 
and that the DataStore would expose a SOAP interface for getting 
information instead of the Venue.
