Application service

Attached please find a design for an AG application service. I believe this 
provides the semantics for supporting a broad class of applications bound 
to Venues (including the dppt, shared web browsing, and VNC apps). It 
includes the functionality we made use of in the prototype and addresses 
the weaknesses found there.

I plan to implement this as a basis for the shared browser and dppt 
examples for the tutorial, making use of the existing event service code 
where possible for the data channeling.
