CVS Comments when fixing Bugzilla bugs

Now that we have Bugzilla running, we should think about how we document 
fixes for bugs.  At a minimum, the CVS comments for the fix should 
include the Bugzilla bug number.  

The Bugzilla bug log should list the files changed to fix the bug, 
possibly with file revision numbers.  More complex fixes should be 
described with appropriate detail, to make the fix easier to understand.
