CVS Modification

I've moved stuff around in my local cvs snapshot that I'd like to apply to
the regular one. This change basically does the following:


Removes:

ag-vic/
	common
	vic
	tcl
	tk


ag-rat/
	common
	rat
	tcl
	tk

And creates:


ag-media/
	vic
	rat
	common
	tcl
	tk

This is just to remove redundant code, it has no functional change to the
system. I've verified the windows build stuff works with this.

Unless there are objections I'll plan on doing this change this afternoon.
