Configuration Document

Is it possible to add two calls:

GetSystemTempDir() and GetUserTempDir()?

These are used by various pieces that need to deal with temporary data.

On linux they should probably both return /tmp, but on windows there are two
temps:

Windows\tmp and Documents and settings\user\temp
