AGTk 2.1.1b released

In response to a couple of errors in 2.1.1a we have packaged and released
2.1.1b. This release fixes the installation warning about registering the
dll, and it fixes some internal bugs that resulted in a failure to start the
Venue Client in personal node mode.

This is a windows only update.

There is currently a known issue with installing the agtk as the
administrator, then subsequently using it as a normal user. We are
investigating this issue.
