Comment(by norris):

 This is not a bug -- the ADIC build is using libtool, and must be
 installed with 'make install' before being used (and never used in the
 build location).  Libtool does not support or encourage using any of the
 temporary build artifacts and we certainly don't want to support such
 nonstandard use in adic.
