[petsc-users] Getting 0 for both start and end with MatGetOwnershipRange()

[Daniel Christian Weflen]

I changed the type from MATSEQMAIJ to MATSEQAIJ and it works correctly. 
mat_size is not 0, should I still send the standalone executable?
