cannot config ParMetis

Hi,
I have installed ParMetis and use the following commands,
/petsc-3.0.0-p3>./config/configure.py
--with-parmetis-dir=/home/scratch/ParMetis-3.1.1
The error is
UNABLE to CONFIGURE with GIVEN OPTIONS    (see configure.log for details):
---------------------------------------------------------------------------------------
--with-parmetis-dir=/home/scratch/yixun/ParMetis-3.1.1 did not work
