[petsc-dev] status of MatBlock vs MatNest?

MatBlockMat is serial-only and supports few operations. I don't know anyone
who uses it. It would be useful to know if anyone uses it.
MatNest currently has "dense" storage, though some slots can be missing.
Each block can, and usually is, a parallel matrix.
