[petsc-dev] MatZeroRowsColumnsStencil does not have a fortran binding

Hi,

Right now, MatZeroRowsStencil has a fortran binding, but MatZeroRowsColumnsStencil does not.
Is it possible to add the binding for MatZeroRowsColumnsStencil in petsc-3.3 and petsc-dev?

I am attaching a patch for 3.3
