In the newuser-guide pads-quickstart, we tell the user to use the following<br>

This file is half coasters, half plain pbs, and as a result happily runs the<br>
users jobs on localhost - without any indication of problems.<br>

Swift should warn the user (or give a fatal error) if parameters specified in<br>
the sites file dont apply to the selected provider(s).<br>
