[petsc-users] Compiling PETSc on Windows with Cygwin: errors with `win32fe cl`; okay to use `gcc`, `g++`, `gfortran` as compilers instead of `win32cf cl`?

Linux with Anaconda Python should work. We've primarily used system
default python [on linux] - and that works.

Using Windows with cygwin compilers, python should be pretty close to
using linux.
