[petsc-users] free unused allocated nonzeros after overestimating preallocation

Quick follow-up question: is MAT_SHARE_NONZERO_PATTERN fully implemented?
Using a quick 'grep', it seems only baij/seq and sbaij/seq even check
for the flag.
