Perhaps you should be using '--with-cxx=/usr/local/mpich-ifc-ssh/bin/mpicxx' ?

Looks like configure did not complete. So how were you able to build
libraries and - run the tests?

If you still have isues - send the corresponding configure.log to
petsc-maint at mcs.anl.gov.
