Using MAT_NO_NEW_NONZERO_LOCATIONS and MAT_SYMMETRIC give error

    The calling sequence for this routine changed recently, make sure  
you are using the
same PETSc version on your different systems.

    Also please send bug reports like this to petsc-maint at mcs.anl.gov  
not petsc-users at mcs.anl.gov
