Windows version of PETSc

- could you avoid cross posting to multiple lists? [this issue is more
relavent to petsc-users list]

Our current testbox is: sparc SunOS 5.9. However it should work on any
solaris versions. If you encounter problems, let us know at
petsc-maint at mcs.anl.gov
