[petsc-dev] How to add strangers as MR reviewers?

  Yeah, I've done it for a couple of people like Victor; but it is too painful a process for me to do for a one-off. Maybe they could have two levels of search, where by default it is only friends and relations but if you pull something it becomes everyone.
