[petsc-dev] building sphinx doc only

  Takes 10 minutes on my Apple M2 laptop.

  As Satish notes, it has several stages, each of which takes some nontrivial time. Hence, it is unclear if any simple change to the process could reduce the time significantly, but I think 30 minutes in the CI is too long, and it would be nice if someone worked on decreasing the time it needs.
