[petsc-dev] Bug in MatGetSubMatrix_SeqBAIJ

The current code for MatGetSubMatrix_SeqBAIJ is buggy. I pushed a fix in
stefano_zampini/matbaij-fixgetsubmatrix. If it is ok with you, than I'll
merge to master (and maint?).
